New type is modified because old type had a problem with plastic cog-wheel. This part tore out from cable in some cases. I think you cann´t use the new type. But I´m not sure

I didn't know the cog wheel cracked on many cars.

I think you should replace only cable, the current part with plastic cog wheel can be used if there aren´t any damages.

I oiled the cable and made sure it is not bent.
The speedometer needle is still shaking hard between 0-40 km/h
I don't see other solution but buying a new cable.
But I am not too optimistic that the needle vibration will stop...

The quality of the parts from aftermarket is low, unfortunately. I think that the replacement will be successful solution of your trable. Does your friend /anybody/ have the same type of car? If yes then you can use his part /cable/ for test.... Remember your test with electric drill - it was OK, no vibrations of the needle of speedometer. The problem must be in this cable....

It is a good idea to borrow a speedometer cable from a friend. He will return from holidays in 3 days. But I could try something else till he comes back. Here is my plan:

I will raise the car on jack stands (see photo) and I will open the bonnet to have access to speedometer cable.
A friend will stay in the car and he will start the engine, then shift in 2nd gear and accelerate at 30 km/h.
I will move the cable and my friend will tell me if there is a position where the speedometer needle stops vibrating.
I think this test will show exactly if the problem is the cable position or the cable itself.
What do you think?

Vyřešil jsem problém. V mém případě jsem našel dvě řešení:
- viz obrázek níže, to je samozřejmý

- zatlačte celou délku kabelu a upevněte ji jak je znázorněno na následujícím obrázku
